Perry was born in Chicago to actors Laurie Metcalf and Jeff Perry. Her first TV roles were two appearances on the show as Jackie Harris (as seen in flashback) on the ABC sitcom Roseanne which was played by her mom. Perry claimed that she was too shy to act in high school but began doing shows at Northwestern University as a way to connect with people following her transfer from Boston University. Perry was a graduate of Boston University, relocated to New York in search of acting roles on television. Her small part was on TV shows like Law & Order: Criminal Intent. Then, homelessness brought her back to California to find theater work. Perry starred with her mother as part of The Other Place at Broadway at the end of 2013. In 2015, she performed with her father and Kevin McKidd in Eugene O'Neill's Pulitzer Prize-winning film Anna Christie on the Odyssey Theatre Ensemble in West Los Angeles. Perry played nine roles in The Family, an ABC drama The Family, in 2016. In 2017 she had an recurring role in her own ABC drama about politics Scandal with her father. She was also cast in The CBS show The Big Bang Theory spinoff Young Sheldon as a version younger than Mary Cooper, Sheldon Cooper's mom.
